Who is an 'international' or 'overseas' student?

In the Australian higher education sector, an ‘international' or 'overseas' student is a person who:

  • is not an Australian citizen; and
  • is enrolled, or will enrol, in a course of study with a higher education provider; and
  • is aged 18 and over.
An 'international' or 'overseas' student does not include:
  • a New Zealand citizen; or
  • a person entitled to stay in Australia, or to enter and stay in Australian without any limitation as to time; or
  • a diplomatic or consular representative of New Zealand, a member of the staff of such a representative or the spouse or dependent relative of such a representative.

Requirements for International Students

  • Fees for units should be paid in advance at the start of each Trimester, before commencement.
  • Students cannot attend classes before payment of fees, and results are not issued to students with outstanding fees.
  • Where an international student wishes to withdraw from a course after the course has commenced, LCI Melbourne will be entitled to 10 weeks’ notice or, in lieu of notice, the equivalent of 10 weeks’ fees.
  • Trimester fees are refundable if the student does not commence the Trimester.
  • In the case of provider default, course fees will be refunded within 14 days from the default date in accordance with the provisions of the ESOS Act 2000 and ESOS Regulations 2001. Provider default includes:
    • the provider does not commence delivering the course,
    • or the course ceases to be provided before it is completed,
    • or the course is not provided in full.
  • Students undertaking non-standard study loads will be charged proportionally.
  • Fees for subsequent years may increase.
  • Fees are shown in Australian dollars.

The ESOS Framework is a set of legal regulations related to international students studying in Australia on student visas. It sets guidelines and minimum standards to protect you as a student as well as protecting Australia's reputation for providing quality education and support services.
